Regulatory

The electronic communications market in Gibraltar is regulated by the Gibraltar Regulatory Authority (GRA), who has designated Gibtelecom as having a significant market power in the various EU defined communication markets. Consequently, the GRA has imposed certain obligations on Gibtelecom, which include transparency, non-discrimination and price controls, amongst others.

Gibtelecom provides a Reference Unbundling Offer (RUO) for alternative providers to contract to use certain elements of Gibtelecom's copper infrastructure and a Reference Interconnect Offer (RIO) to connect to Gibtelecom's fixed and mobile networks.

Reference Unbundling Offer (RUO)

Gibtelecom’s Reference Unbundling Offer (RUO) establishes the legal, operational and technical aspects of local loop unbundling services which Gibtelecom offers to other licensed operators in Gibraltar.

The current RUO product caters for the whole range of unbundling services, including full and sub-loop unbundling. Under EU Regulation 2887/2000 on local loop unbundling, the GRA may require amendments to be made to the RUO, where these are justified.

Reference Interconnect Offer (RIO)

Gibtelecom’s Reference Interconnect Offer (RIO) establishes the legal, operational and technical aspects of interconnection between Gibtelecom’s network and the networks of other licensed operators in Gibraltar.

Public Consultations

The Gibraltar Regulatory Authority (GRA) carries out public consultations, on occasion, before issuing a Decision Notice. These public consultations allow operators and other interested parties to answer a series of questions which the GRA takes into account when publishing its decision.
