Executive Committee

Noel Burrows is a seasoned Telecoms Executive with over 20 years senior leadership experience in the telecoms sector creating and launching several Telco businesses, in the UK, Europe and South America. Before joining Gibtelecom in May 2019, Noel was CEO of Digicel Panama, where he significantly improved its growth through brand leadership, customer satisfaction and loyalty. Noel has held senior positions in Telefonica, Tesco mobile, O2 and BT.

Adrian Moreno was appointed as Chief Operations Officer in 2013, having being Gibtelecom's Operations Director since 2005. Adrian is responsible for the Technology and Customer Operations directorates, as well as Human Resources. Adrian has been working in telecommunications since 1981, including heading up Gibtelecom’s internet subsidiary where he was involved in developing the Company’s requirements for Gibraltar’s e-gaming sector, an area of the business where he remains actively engaged. Adrian has a master’s degree in Enterprise Management and is a member of the Chartered Management Institute.

Matthieu joined Gibtelecom in August 2019 from Etisalat where he was Finance Director responsible for their international subsidiaries. Having worked in Telecoms for more than 15 years, Matthieu brings with him a wealth of experience and is a great addition to the Executive Committee and the wider Gibtelecom family. Matthieu is a pro-active and conceptual thinking manager with strong interpersonal skills and a drive for achievement. He started his career in France as an external auditor carrying out legal audits and consulting works mainly in the Technology industry. As he became audit manager, he decided to join Orange in the UK where he worked in the accounting team, managing the IFRS conversion project and key finance contact on complex transactions. He then became Head of controlling of Orange UK Group Functions and then Financial Controller of Orange International Carrier and Group functions. In 2013 he joined Etisalat in Dubai as Finance Director and was notably involved in the acquisition of Maroc Telecom.

Jansen Reyes was appointed as Technology Director in 2014, having previously held managerial and engineering roles in multiple technology development functions. He joined Gibtelecom in 2005 after holding a number of graduate engineer positions in Nortel Networks. Jansen was the project driver in the architecture design and deployment of high speed fixed broadband technology in Gibraltar. Jansen has a master’s degree in management, a bachelor’s degree in computer systems and networks and is a Cisco Certified Internetwork Expert (CCIE).

Adrian currently heads the Company’s sales, marketing and business development functions, as well as mobile roaming. He originally joined Gibtelecom’s mobile subsidiary Gibtel in 1996 and worked in finance and customer services before undertaking a management role in sales and marketing a career path he has developed since. With over two decades of experience in the telecoms industry, Adrian now heads up commercial strategy and business planning at a senior management level, together with the management of the launch of new products and services over the years. Adrian has a master’s degree in business administration (MBA).

Daniel was appointed Director of Enterprise in October 2019 - He is responsible for all enterprise clients including large Enterprise and SME. Danny has been at Gibtelecom for nearly 21 years now and has seen the Company evolve into where we are now.

Rab Paramothayan is Gibtelecom’s Global Business Director, with responsibility for marketing, sales, carrier relations and growing the company’s global and wholesale business. This is centred around the Company’s investment in the European India Gateway (EIG) submarine cable system for which Gibtelecom is currently the chairperson. Before joining Gibtelecom in 2011, Rab held senior management positions in the Cable & Wireless (C&W) Worldwide Submarine Cable Investment Division, including chairing various international submarine cable systems. Rab has a master’s degree in business administration (MBA) and a business studies degree.

Peter Borge was appointed as Customer Operations Director in 2014 and has responsibility for customer services and operational functions. He started his career in telecommunications in 1980 and has a diverse experience of the business, having managed installations and maintenance teams, customer services as well as corporate and legal affairs over the past three decades. Peter has a degree in law, in addition to his communications engineering degree.

Core Functions

Caroline Robba is the Company’s Senior Finance Manager. She was appointed to this role in 2016, although her telecommunications career with Gibtelecom started in 1994 after completing her degree in Economics and Accountancy. As Finance Manager she assists Gibtelecom’s CEO and senior management team with all financial matters including reporting to internal and external stakeholders. Caroline is a Fellow of the Association of Chartered Certified Accountants.

Dwayne Lara has been Gibtelecom's Corporate and Regulatory Manager since 2009, having undertaken accountancy and regulatory roles in Gibtelecom and its subsidiary Gibtel. Dwayne provides Board and Executive Committee support, and is also responsible for all regulatory matters as well as internal and external communications. Dwayne is a Fellow of the Association of Chartered Certified Accountants and a certified Accounting Technician.

Board of Directors

Fabian Picardo became Chairman in December 2014. Mr Picardo is the Chief Minister of Gibraltar, leading the GSLP/Liberal coalition into Government in December 2011. He has been a Member of the Gibraltar Parliament since 2003. Mr Picardo studied law at Oriel College at Oxford University and after graduating attended the Inns of Court School of Law at Gray's Inn in London. He was a partner of the international law firm, Hassans, stepping down on becoming Chief Minister.

Joining the Board in March 2015, Joe Bossano is a senior member of HM Government of Gibraltar whose ministerial portfolio includes economic development and the Gibraltar Savings Bank. Mr Bossano is a former Chief Minister of Gibraltar, a position he held from 1988 to 1996, having been the Leader of the Opposition from 1984 and then again from 1996 to 2011. He has been a member of the Gibraltar Parliament since 1972 and has a London School of Economics degree in economics.

Albert Mena was appointed to the Board as a non-executive director in December 2014. Mr Mena has been the Financial Secretary of HM Government of Gibraltar since September 2014. After graduating, Mr Mena qualified as a chartered accountant, working with one of the four top international accounting firms leading up to becoming a partner at KPMG in Gibraltar. He subsequently qualified as a barrister with specialist knowledge of the taxation field and was most recently a partner in Hassans, the international legal firm.
