How can we help?

The electronic communications market in Gibraltar is regulated by the Gibraltar Regulatory Authority (GRA), who has designated Gibtelecom as having a significant market power in the various EU defined communication markets. Consequently, the GRA has imposed certain obligations on Gibtelecom, which include transparency, non-discrimination and price controls, amongst others.

Gibtelecom provides a Reference Unbundling Offer (RUO) for alternative providers to contract to use certain elements of Gibtelecom's copper infrastructure and a Reference Interconnect Offer (RIO) to connect to Gibtelecom's fixed and mobile networks.

Public Consultations

The Gibraltar Regulatory Authority (GRA) carries out public consultations, on occasion, before issuing a Decision Notice. These public consultations allow operators and other interested parties to answer a series of questions which the GRA takes into account when publishing its decision. They are non-confidential and aimed at increasing transparency for market players. Full responses to all Public Consultations are available on the GRA’s website
